Preheat oven to 400 degrees. Sift together flour, baking powder, cinnamon, ginger, cloves, salt and baking soda. Whisk in brown sugar. In a large mixing bowl, stir together melted butter, pumpkin, eggs, milk and vanilla. Add flour mixture and gently stir just until combined. Stir in raisins. Using a 1/4-cup measure, spoon batter into greased muffin tin. Bake until a skewer comes out clean, about 20 to 25 minutes. Cool for five minutes in the pan, then transfer to a cooling rack.
